Established in 1981, the Head Start Sponsoring Board Council of the City of New York ("HSSBC," or the "Council") is the middle source between the City of New York's receivers of federal Head Start dollars and approximately 50 delegate agencies and 7 Direct Grantees which operate over 200 Head Start programs throughout the five boroughs.

 

Any agency receiving Head Start funds from the New York City Administration for Children's Services are automatically members of HSSBC. The Council is a membership organization with 2,000 unionized and 450 management (non-unionized) employees.
